The Librarian at Saskatoon has kindly provided this information to Sarah Tanner:
"A contact from the City of Saskatoon was able to provide me with the information on the burial permit for Francis Charles Powell. No next of kin or contact person's name was provided at the time of the permit's issue. But obviously someone had some sort of information about him - it is most likely that the family "back home" provided the funds for the headstone. Mr. Powell may have given his physician the information on how to contact his family in England. Since he passed away from tuberculosis his passing probably wasn't sudden.
